Energy giant, Shell Nigeria, has delivered the first set of a multi-pronged health intervention projects in Oloibiri and adjoining communities in Ogbia Local Government area of Bayelsa State.
The Oloibiri Health Programme (OHP), an integrated and holistic approach to improving health and managing healthcare was inaugurated on Tuesday by the state governor, Seriake Henry Dickson, at one of the projects sites, the remodelled and equipped General Hospital, Kolo, as referral hub with 24-hour services.
Represented by the deputy governor, Rear Admiral Gborwibiogha John-Jonah (retd), the governor described Shell’s intervention as timely and complementary to the government’s policy which places high premium on the health of citizens of the state. “Let me appreciate SPDC and its partners for also prioritising healthcare in the state by initiating the Oloibiri Health Programme. This is a laudable development as it will go a long way in complementing the various steps and policies we have already introduced in order to meet the healthcare demands of our citizens in Ogbia Local Government Area.”
The governor urged all stakeholders to ensure sustainability of the projects. “Sustainability is key and we hope that the OHP being kick started today shall not only meet its desired purpose but also be sustained over the years in order to continually meet the health challenges of our people.”
Speaking at the event, Managing Director, The Shell Petroleum Development Company of Nigeria Limited, and Country Chair, Shell Companies in Nigeria, Mr. Osagie Okunbor, described the projects as part of the three critical programmes implemented by Shell in commemoration of Nigeria’s centenary celebrations held in 2014. The other projects are the Port Harcourt Literary Society Library in Rivers State where the company invested $5 million; and the upgrading of athletic infrastructure in five secondary schools in Delta State.
The first phase projects inaugurated are the remodelled General Hospital, Kolo; a water treatment plant; medical laboratory equipment at the College of Health Technology, Otuogidi; and a dental chair at the Demonstration Clinic, Otuogidi. The second, according to Okunbor, includesthe Oloibiri Health Campus at Oloibiri Town, comprising the Oloibiri Health-for-Life Centre, Ward Health Centre, and a Knowledge Management and Research Centre. Other components of the second phase are the 0.4km Oloibiri Access Road to the Health-for-life Centre and the establishment of the Oloibiri Health Foundation to drive the overall sustainability of all the projects.
Okunbor noted that the third phase would be the establishment of the Ogbia Health Insurance Scheme to be modelled after the successful pilot health insurance scheme catalyzed by the SPDC joint venture in partnership with Rivers State government at the Obio Cottage Hospital in Port Harcourt. Phases 2 and 3 are planned for completion by the end of 2019.
Shell Regional Community Health Manager, Dr. Akinwunmi Fajola, said the Oloibiri Health Programme aimed to promote universal health coverage, enhance social determinants of health, and establish a learning and operation research centre in Ogbia. “Towards the success of the OHP, Shell has, since 2016 delivered household health services to nearly 17,298 persons in over 7,639 homes across 20 communities in Ogbia.”
